Extraction remains grounded
Native text and OCR regions keep page coordinates. The claim model must cite those regions; code verifies the quote and assigns every verdict.
Decisive means cited
Matches and differences cannot be saved without an exact record identifier and source version.
Unknown stays unknown
Availability, views, guaranteed returns and unsupported permit checks are explicitly declined.
Custody is visible
Official, historical and community-custody snapshots remain separately labelled; no source is silently upgraded.
